You should choose Blue Vision Ultra H4 if you're looking for:
The Blue Vision range has been around for many years and has a reputation for quality. It has won numerous awards in the motoring press, including 'Best Buy' by Auto Express. In 2010, the product was redeveloped to perform even better. A new coating was applied to the lamp which delivers a more distinctive blue tint to oncoming traffic, whilst still remaining subtle and stylish. This reinforces Philips' status as a world leading manufacturer, investing in developing the very best headlight bulbs.
The product is fully road legal and directly interchangeable with your existing bulbs, so there's no need to modify your vehicle, just replace the lamps.
Philips invest thousands of Euros in research and development each year. To achieve greater light output they have refined the design of the lamp and also used a xenon/halogen gas mix. This enables the lamp to deliver greater levels of light output without increasing the wattage, so no extra heat is generated, meaning the bulb is safe to use with modern plastic lenses and is also fully road legal.
Any car driver would prefer to have daylight 24 hours a day. Daylight gives the best visibility. That is why Philips developed BlueVision ultra lamps. BlueVision lamps are car lamps with a blue coating. This blue coating creates a daylight type of light (closer to Xenon).
The "brilliant white daylight" produced by our BlueVision ultra lamps enhances road signs and road marking reflections. The task of driving at night suddenly becomes a pleasure as today's drivers are less tired and able to better anticipate all driving challenges.

I have a Citroen Saxo and I was going to get an HID kit but didn't really want to modify the car as I've heard some horror stories. Decided to look for a HID xenon effect bulb and tried quite a few different ones but wasn't too impressed. Tried these Philips Bluevision Ultras and although they're not HID they are impressive - a nice colour to the light and they seem to throw out more light than the old bulbs too.
